Wanted MSU shooting suspect member of DC street gang, facing federal drug trafficking charges, records show.

BALTIMORE — Investigators say the suspect wanted in the Morgan State University mass shooting is a member of a notorious DC gang known as the Kennedy Street Crew or KDY.

Jovan Williams, 18, is wanted for several charges of attempted murder.

Investigators say it was Williams and a 17-year-old male who opened fire on MSU’s campus on October 3.

Last week, BPD announced the 17-year-old had been apprehended and taken into custody in Washington DC.

Williams remains at large, and according to court records, was already wanted in connection to a federal drug trafficking investigation prior to the October 3 mass shooting.

In an indictment obtained by Maryland’s Most Wanted, the document shows Williams is one of 16 members of KDY now facing charges related to the gang’s alleged drug trafficking operation.

The Kennedy Street Crew is named after Northwest DC’s Kennedy Street neighborhood and is where investigators say KDY would operate its drug trafficking markets.

Authorities in DC announced the initial takedown in June 2023.

“We have partially unsealed an indictment against members of the Kennedy Street Crew,” said authorities during the press conference.

At that time Williams was not named. Records show his name was unsealed the following month, in July 2023.

Within the indictment, investigators detail that between June 2019 and June 2023, KDY sold marijuana, fentanyl, and crack, used firearms to protect territory and contraband, and concealed their proceeds using shell businesses and other methods of laundering.

“It’s not just the danger of the drugs being peddled but it’s also the money and guns associated with these operations. They become a toxic mix for fueling violence, said authorities during the June 2023 press conference.

According to federal documents, Williams is facing four charges related to the indictment including;

Conspiracy to distribute and possess with intent to distribute 100 kilograms of marijuana, 400 grams or more of fentanyl, and a mixture of cocaine base

Unlawful possession with intent to distribute marijuana

Unlawful use, carrying and possessing a machine gun and firearm during a drug trafficking offense

Unlawful possession of a machine gun.

In addition, according to a search warrant executed on a home in Washington DC back in January 2023, Williams was one of nine people charged after agents found the group inside the house with nearly a dozen firearms.

A $19,000 reward is now on the table for information leading to the whereabouts of Williams.
