Former Prince George’s County deputy accused of providing explosives to Annapolis man

A former Prince George’s County sheriff’s lieutenant who once led the agency’s K-9 unit has been charged with providing explosives and technical guidance to a man accused of manufacturing dozens of explosive devices, according to court documents.

Micah Sam, a longtime sheriff’s deputy who received specialized explosives training during his law enforcement career, is accused of helping Lee Ralston build explosive devices that authorities discovered last spring at Ralston’s Annapolis home.

Charging documents allege that in the spring of 2025, Sam met with Ralston on two occasions aboard Sam’s boat at a marina south of Annapolis and supplied him with explosive materials. Prosecutors allege Sam knew Ralston intended to use the materials to illegally manufacture explosive devices.

Authorities further allege that Sam advised Ralston on how to safely handle the materials and how to increase the devices’ impact. Investigators recovered 32 bombs from Ralston’s home, according to the charging documents.
